It's simply too slow to rely entirely on usage. Destruction is one of the "primary" skills that I find most worthwhile to level using trainers. So its actually fairly similar to leveling the physical combat skills. Also if it helps to know this, destruction leveling is based upon the amount of damage dealt, not its frequency. If you aren't using them already, pay trainers since that nets 5 per level. There isn't really a faster way to level Destruction besides naturally using it in combat. Lowering the difficulty below Adept (gaining bonus damage) will not increase the XP gains. Thus, increasing the difficulty level will slow down skill development, as your damage output will be lower. The XP gain for Destruction skill is dependent on the base magicka cost of the spell and the damage inflicted on a target. It is also the slowest leveling skill by far, even on Adept difficulty. With this mod your mages will no longer have to grind their main skill to level it up.
Even still, leveling it is especially slow, so you will want to take advantage of all the possible boosts before power leveling that skill: Mage Stone Lover's Comfort or Well Rested. The more damage you cause, the more experience you gain.
